They give money to the EBC (European Broadcasting Corporation), the organisation behind Eurovision, and as such are allowed to enter. The same goes for Azerbaijan and to a degree, Turkey. Australia is a little different however, they were invited back in Austria for their long running fan support of Eurovision and the cultural links Australia has to Europe; especially important as the theme for the Austrian Eurovision was "Building Bridges"...
